Picture Manager Causing (?) Runtime Error

I have restricted users on my Windows Server 2003 (it's a terminal server). They can't start Picture Manager. Do you know what can I do to solve this problem? What should I share on the server for user group? I don't want to give them admin rights.
I tried to move temp folder - it doesn't work.
