Photo Exposure utility

I normally use ACDsee for auto Re-expose my photo's because
1) It presevers the EXIF data
2) It is the best damn exposure funtion I've yet encountered.

To be compleetle legal, I deleted my trail copy of ACDSee and installed
version 3.1 (from a magazine CD) only to discover that this particular
function was not yet implemented in that version.

Now I would like if there is some freeware that can rival with ACDSee's
exposure function, or will I have to stop paying rent for a mont or so (well
it is not That expensive, but still...)

Please don't let me down with this,

Won't irfanview do that?

I used ACDsee on my old Windows 3.11 machine. Great little program. Then
came along Windows 98 thats when I got hooked on irfanview (someone said
that there was a Windows 3.1 version but I've never been able to find it).
After I got Windows XP I pretty much shied (or shyed) away from imaging
programs as XP already does what *I* need it to do. (for example, how
many more screen saver slide shows do I need?)

Microsofts Picture Express (not the full version mind you) was free at one
time (actually they distro it like they did IE / OE for a while; came with
photos I had deveoped at two different locations both wal mart and wal
greens)

I am trying to think as I write this of one. It was from a website
(digital camera software website) that offered smaller individual packages
for free but the suite (which included all the smaller packages plus
additional software) was $$$. Vick Mann's Photo Editor? Not sure if
thats it or not. Maybe someone may know with the information I've given?
