One computer must place the call and other setup to answer
the phone. Hyperterminal can even be used with some manual
intervention.
However that is a basic two wire connection where the ASCII
sent out is only displayed on that other machine. Apparently
you want full internet abilities. For that, a server is
required or special software that permits two 'gamers' to
communicate.
PCPlus did simple two wire communication. Many other
programs would do same. Could even instruct modem to perform
auto answer functions - so that human need not bother. But
this is 10 and 20 year old technology.
