Overblown Volume

I'm using an HP Pavilion 6736 with AC'97 for Intel
82801AA\AB sound driver. The volume is so high that
hissing is constant plus significant distorted buzzing
that changes while opening and closing windows or using
scrollbars.

The Control Panel volume settings are one tick above the
lowest setting. If I turn up the volume there the noise
becomes deadly loud as well as any music I might have
playing. Even my players are set to low volumes and the
noise and music are still loud.

This all makes me think there's something that's
overdriving the volume to an insane degree... but where?
I've tried updating the AC'97 driver but I can't find a
newer one than I have. Any ideas?!?!?
