outlook opens, email rec OK, can't do NEW or reply, Operat. faile

outlook opens and I can deal with my messages, NEW and Reply buttons don't
work and I receive a response "Operation Failed" I have done "Detect &
Repair" and have used my Outlook 2003 disk to reinstall outlook several
times. I continue to get a message on my open icon that says "unable to
start processing services" and "upload of offline changes could not be
completed, sycronization with the offline folder file could not be completed.
I don't know if the messages are related. please help

What type of email account? Does the Address book show when you open it?

I'd probably delete outcmd.dat and *.srs files - they may or may not help
but they won't do any damage either.
Paste this line in windows explorer's address bar to open it to the folder
where the files are stored.
%USERPROFILE%\Application Data\Microsoft\Outlook

I followed Dianes directions but it always said there was no such thing,
perhaps there is a dot, dash or backslash missing.
%USERPROFILE%\ApplicationData\Microsoft\Outlook would not work is it correct?

What OS?

It should work for both WinXP and Vista (it does here) - the one
specifically for vista is
%USERPROFILE%\AppData\Roaming\Microsoft\Outlook

And you can use %AppData%\Microsoft\Outlook for either XP ior Vista. That's
why I always use it. I don't have to specify which OS.
