Outlook Backup tool registry settings

we are using the outlook backup tool in our enterprise and are having a
problem with users ignoring the prompts for whatever reason that nobody in IT
can quite understand.

We are trying to figure out a way to tell remotely (via wmi) who is being
prompted (and clicking Cancel) and who is actually running the backups
properly.

How does the backup utility know when to trigger? Is it a registry setting
that records a date/counter? A settings file?

Any assistance is greatly appreciated.
