In Outlook, click File | New | Outlook Data File. Choose the Outlook
97-2002 Personal Folders File option, then click OK. The new file will open
in your folder list. Copy your data from the Outlook 2003 .PST to the
Outlook 97-2002 .PST. When you're done, right-click the 97-2002 file's root
folder and select Close. Now you can copy that .PST to Outlook XP and open
it via File | Open.
