Outlook 2002 installation error

When I try to launch Outlook 2002 it states that "Outlook
requires Microsoft Outlook Express 4.01 or greater" even
though Outlook express is on the laptop.

I have installed outlook 2002 which came with my Ipaq on
my Dellc610 laptop running WinXP Pro and Internet
explorer 6SP1 and Outlook express 6.
