I can't find the color palette.

Edit -- Show Paint Dialogue

No color palette displays. I'm editing a PNG file, does that have
anything to do with it?

Nevermind, you just have to click on the foreground and background
color tool at the bottom of the paint toolbar.

Try Image; Palette.
