Opening an information window prior to using an app.

Is it possible to set something up so that when a user opens Internet
Explorer, a message pops up to ask them to confirm that they will be
using the Internet for work purposes only?

Would I have to write a script and run that when IE is opened? Could I
put something in GP that would allow me to do this?
