How can I ALWAYS see the "DETAILS" without having to change
from VIEW|LIST to VIEW|DETAILS?

I assume you're talking about Windows Explorer,
not about "Open Files".

- Set your view the way you like it.
- Click Tools / Folder Options / View
- Click "Like Current Folder"

In Windows Explorer, make sure you have "DETAILS" enabled,
go to Tools>Folder Options>. Click on "Like Current
Folder" and enable (or click) on "Remember each folder's
view settings" in the "Advance Settings".
