one or more rules could not be uploaded to exchange server

I'm running into a situation where a user is encountering the following error
message:

"One or more rules could not be uploaded to the Exchange server and have
been deactivated. This could be because some of the parameters are not
supported or there is insufficient space to store all of your rules."

Environment is Office 2002 Multilinqual on Windows XP, Exchange 2000 Server
on Windows 2000 server.

I have come across many references to the 32K size limit to rules on
Exchange but this user has no rules at all, this error comes up when
attempting to create the first
rule. The rule is a simple "Move a message from ___ to ___ folder".
Destination is not a PST or anything, I've tried to create the simplest rule
possible but still receive the above mentioned error.

The problem is not specific to the client PC, I've been able to login as
myself and create rules on my outlook profile. I've had the user login to a
different PC and he
still cannot create a single rule, no matter how simple it is. I have
deleted the users profile and created a fresh one. It appears to be specific
to the user's mailbox on
Exchange. I have given the user admin rights but nothing nothing helps.

What else can I look at to resolve this?

Hope someone has a solution.

I have this problem as well on Office XP - exchange 2003.

No one seems to have an answer to this.

Even when creating my first rule I get this error. It then changes it to
Client rule!
I then cannot delete, edit or change in any way!!!

Any other ideas on this ?

I have the exact same problem. The user does not have any rules either. Is
there a way to verify if rules are hidden somewhere in the mailbox?

Anyone found a solution?

Hi All

I have had this issue with a number of our internal users thru out our
sites. Each and every time it was caused by the hidden messages in
Exchange being over a limit of 32Kb's in size. Microsoft have a
troubleshooting article relating to this none of help:

To get around this problem I had to use a tool called MDBVU32.EXE
which is available on the Exchange installation disc to delete the
hidden message from the users in question mailboxes.

The steps to do this are as follows:

01. Configure a MAPI profile for the mailbox in question
02. Launch MDBVU32.EXE and click 'OK'
03. Choose the newely created profile and click 'OK'
04. Goto 'MDB -> OpenMessageStore'
05. Hightlight the mailbox of the user and click 'OPEN'
06. Goto 'MDB -> Open Root Folder'
07. Double click on 'Top Of Information Store' in the 'child Folders'
list
08. Double click on 'Inbox' in the 'child Folders' list
09. Select the relevant messages from the 'Associated Message in Fld'
10. From the 'Operations Available' list select
'lpFld->DeleteMessages()'
11. Click 'Call Function'
12. Click 'OK'
13. Repeat steps as required until all required message as deleted
14. Click 'Close' three times
15. Goto 'MDB -> Store Logoff'
16. Click 'OK'

If completed successfully you should now be able to add, modify or
delete whatever rules the users mailbox has.
