When I boot my system everything seems to load just fine then i get this error:

"This application has failed to start because OLEAUT32.dll was not found.
Reinstalling the application may fix this problem ."

Only problem is that its in reference to explorer.exe and I have alot of
important information on that computer and i can't format. I do not see my
desktop icons or my start menu, and when i ctrl-alt-delete that same error
pops up like 10 times but i can eventually access the task manager. Is there
any way to get OLEAUT32.dll back on my system?

Do the following:
Open a Run Command and type in:
regsvr32 Oleaut32.dll click [OK]
Reboot your computer after the command register this DLL and see if the
error will come back.
