Offline files enabled

Does anyone know how to turn off Offline files in an image.

I wasn't aware that i had enabled it on my image. Yesterday one of the (100
or so) instruments we've built suddenly started reporting corruption on a
Windows\csc\csc1.tmp file.

a bit of googling and it turns out that this is associated with ofline
caching of network files so that stystems can work without a network
connection.

It's dead easy to disable this facility after the fact but i hadn't realised
i'd even included it in my image.

any ideas which component brings in this facility and is there a setting to
turn it off?
