Offline file caching and automatic reconnecting

What would cause my XP computers to sometimes automatically reconnect to my
server after the LAN connection is recognized, and sometimes for the offline
icon to just show the "i" over ti, saying that the server is available for
reconnection.

I don't quite understand. Inside of the Group policy the Slow link setting
is not configured.
