NTFS Directory Rights

I am trying to come up with the right combination of NTFS
permissions to prevent users from Deleting and/or moving
the parent folders on a drive, yet still give them the
ability to delete subfolders and files.

The problem we encountered was that a user accidentally
dragged and dropped a folder into another one without
knowing it. Obviously panic set in when they could not
find these files. I want to prevent this type of
accident from happening at the top level, yet still give
them full control to delete and move subfolders and files.
