Although I have the hide inactive icons checked, the double
arrows are not showing and the inactive icons do not hide.

is this happening just in this user profile ?

Try exporting the following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\TrayNot
ify

and then delete

IconStreams
and
PastIconsStream

Restart computer (or end explorer.exe process and start it again)

Try again.
