not receiving mail

My inbox says I am receiving mail but it never comes through. When I close
the window and try to open it again I get a message saying; "Windows Mail
could not be started because another instance of it is running on your
computer. Please log off Windows, and then restart Windows Mail. If the
problem persists, save your work and then restart your computer." I have
done all of this and I still am not receiving my mail. HELP

Those symptoms are usually caused by interference from an
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Thank You! Turning the e-mail scanner off worked.
I was wondering about Windows Live Mail. I don't know anything about it.
Is it better than Windows Mail? Can I run Both WM and WLM at the same time?
Does it effect my e-mail address?

Yes, you can run both email programs at the same time. I've been
doing so since February 2007. It does not affect your email address.
The best way to learn the differences is to try it out.
