Not applying the proper policies

We have user's in AD, recently upgraded, that pull GP's
from AD. These pc's also have a reg hack that points to a
policy on the net. User's that have been upgraded to AD
work fine but new users will not apply the local policy,
even ones that have been copied from older users that do
work. Any help would be appreciated.
