I'm having the same problem with navce 2002. After
looking on the symantec web site they suggested looking
for keys in the registry, and if certain ones are not
there to do a reinstall.

I know this points to a page descibing the issue arising
after an upgrade but its the only thing that I could
find. I looked through my registry and the following keys
were not present:
Windows NT/2000
Check for the following registry keys with the Norton
AntiVirus service started. Some will not display unless
this service is started.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\NAVAP

after reinstalling they still were not there. WTF? This
is obviously an issue that needs a better answer than
reinstall.
