No permission to change password

Base on the Microsoft Knowledge Base Article - 328817.

When the Windows XP service pack will release from
microsoft to fix this problem.
Currently, is there anyway to retain the
restrictAnonymous entry set to 2 and still fix this
problem. I dun wish to change to 0.

Pls. advise what i should do, thanks.

Hmmmm
I am failing to understand.
If this KB describes your situation then you can either
contact MS to get the patch, or you could just uncheck
the "must change password at next logon" setting on the
impacted account(s)

Do you have the patches, how do i get from Microsoft.
