no "open" button on file download dialog

Just installed Windows Server 2003 SP1. Prior to that, during an IE session,
I could ask for a file download from a particular site and it would
automatically be opened after download by a particular application, without
user intervention required to specify "open". I have had this functionality
reset once before after installing some update in the past and seem to
remember a registry setting that re-enabled this but forgot where.

Now, I get a dialog box with only "save" or "cancel" buttons. I know of the
Folder option "Confirm open after download", but checked or not, for this
particular file extension, I get the dialog box with only "save" or "cancel"
buttons.

Any insight?
