.NET SDK install problems

I'm unable to install .net framework sdk 1.1. I'm running
Windows 2000 SP4. When attempting the install i get an
error that the cabinet file is corrupted and that the
file _87_cookdoc.msn could not be found.

I have tried installing from CD and from the downloaded
setup file without any success. Both the CD and setup
file do work on another Win2K PC (though not on SP4).
Could the service pack be causing the issue ?
