.NET Framework 2 and ALLUSERS property is not 1

Hi there,

i would like to publish .net framework 2 to users using active directory
group policy

i've followed the instructions for 1.1 which has been recommended on various
postings

but i keep getting the following error whenever i click on Add:

1: ALLUSERS property is not 1 - this MSM Cannot be used for a per-user or
fallback to per user install.

i'm not using merge modules or transforms. I've just extracted out the
files using the instructions at the above address.

If I try and install the file just by double clicking on netfx.msi I get the
error to install this product please run install.exe.

any suggestions?
