Is it possible to lay a narration over a background of music so both play
simultaneously?

Yes...in timeline view...first you add the music to
the Audio/Music track and save the project as a
movie file...(File / Save Movie File) then you re-
import the saved movie file / drag it to the time line
and add the narration to the audio/music track.

yes, audie track of the timeline is under the music line.
