all the other systems I've seen have c:\documents and settings\user>

It can be set in the Registry at:

HKEY_CURRENT_USER\Software\Microsoft\Command Processor

The Autorun (RG_SZ) with Data Value CD\ instructs the command processor
to do a cd\ command when it opens, hence your cmd opens to the c:\ root.
If you want it to open to c:\documents and settings\user remove the
autorun value name.

Or it could be the 'Start In:' parameter for the shortcut you used to invoke
%comspec%

By default it is %HOMEDRIVE%%HOMEPATH%

Change it to C:\
