Multiple workgroups same database

This is what I am trying to accomplish: I have a front end database that has
8 users. I would like to add 2 (more in the future) other users but I don't
want to give them to have access to certain objects in the database. Can I
set up a new workgroup for these 2 additional users and have this workgroup
allow only these user's limited access to objects (say read only) or access
to only certain reports?

New groups would be defined within the same workgroup file, not a new one.
Then you give the new groups different permissions than the existing ones
and assign the new users to the new groups.
