You can create a prf-file for this with the Office Resource Kit.
Note that you can even give local users a roaming profile which you can
store on the server. You'll need to configure all the users on all the
machines then to use that profile but at least you can travel with your
settings then. If you open the user in the Management Console you can edit
the profile tab to specify the profile location.
