This autorepair is one of the benefits of Windows Installer. If you really
want to enable your users to delete the OCX manually, you should not mark it
as key file of the component. But you can't do that in InstallShield
Express, you would either have to use a tool such as Orca, or move to the
full version of InstallShield X which gives you access to the components.
