pls. advice how to block normal user from changing the background/setting
from the XP machine.

It depends on whether you have XP Pro or Home Edition. If Pro, use Group
Policy Editor to create fine-grained permissions for your users.
Start>Run gpedit.msc [enter]

If Home Edition, look at Doug Knox's Security Console and see if that
will meet your needs:
