I have found the files i believe i need to migrate the old mail (Inbox,Sent
etc) to my new laptop, but I'm not sure of the next steps. Is there a step
by step process to follow to ensure success?

You cannot do this directly. You first need to configure OE with the
dbx-files again and then you can use Export from within OE to get your
messages to Outlook.
