In a Windows 2000 AD Domain what is the best way to move
shares from one domain controller to another? Windows
Small Business server has a tool does Windows 2000 server
have any tools other than DFS?

This MS Knowledge Base article will help you move the shares:

XCOPY with the /O and /E switches will copy the files, including ACL
and ownership information.
