Is there an easier way/program for editing where existing programs are
assigned. I'm wanting to modify the defaults for the individual users but
there is a lot of stuff to keep straight in your mind...Are there any 3rd
party programs that anyone knows of that make this easier?

TweakUI for XP, a Powertoy from Microsoft, has a window that changes
these user shell folder locations. Note that if you change the registry
key, you have to move the files yourself. You can right-click on My
Documents, change the target and XP will change the key and move the
data itself.
