For most installs, you should install things in
installation mode. However, some installations don't
require it, and luckily, most hotfixes fall into that
column. Installation mode makes all settings changes
global and for all users, but if you are only patching a
file, then there aren't any settings changes, and you
don't need to worry about being in install mode. Most
poeple put these servers into install mode just to be
safe, and this is the best practice.
