I'm trying to add digital certificates and the MMC snap-in to do so is
missing. Anyone know how to obtain the snap-in?

I just mentioned the XP Embedded components responsible for the MMC snap-in you asked about.
Are you working with XPe Dev ToolKit? Do you have an XPE project to play with?
If not, this would be a wrong NG for your question.
