I have inadvertantly entered policy's that have now locked me out of MMC.
Under snap-in "Microsoft Management Counsole" I ENABLED
Restrict the user from entering author mode ENABLED
Resrtict users to the explicitly permitted lis of snap-ins ENABLED
Under "SYSTEM" I ENABLED
Prevent access to registry edit tools

Can anyone please tell me how I might be able to get back into MMC and undo
my mistake. I have added Policy's already that will not allow me into "Users
and Groups" the only thing that is open is the "C" drive and its folders.

There are all kinds of easy way around that. You can still merge .reg
files to the registry, use scripts, use third party editors and so on.
If you do a serach on "DisableRegistryTools" you will find what you
need, like this: http://tinyurl.com/gqx3z

Logging on as Administrator should provide access and ability to
delete/change policies.
