Louis, I'm also looking for a solution to this
problem, which is relatively new. I don't recall
exactly when it began happening, but is probably
related to recent Windows Updates.
Every window that I open new is apparently
'maximized,' yet doesn't cover the entire screen
to the top. The only way to truly maximize it is
to minimize it so that it is 'grabbable,' and then
drag the sides and top to the max. Then, when I
click the 'maximize' button, it truly maximizes.
I wish I knew the fix for this!! It's annoying,
and must be performed each time I open a new app.
