A couple of possibilities:
1. It is opened exclusively by someone else - have you verified that this
isn't true?
2. The database was closed using an inappropriate manner (power failure,
ctrl-alt-del, etc). If this may have happened, and you are sure that no one
is using the database, locate the file masterlist.ldb that may be in the
same folder as the mdb. Delete the ldb. Then try opening the mdb and
compact and repair it.
