Home edition.Service Pack 2
When I click on "Windows firewall" I get the message "Windows firewawll
cannot be displayed because the associated service is not running. Do you
wish to start the widows firewall/internet connection sharing service?

When I click "yes" I get a message "Windows cannot start the windows
firewall/internet connection sharing service".

How do I start Windows firewall service?

What antivirus/security software do you have installed? Many of these
programs have their own firewall component which disables the Windows
Firewall.

Avast Free doesn't have a firewall component, so:

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?

Be sure the computer is clean:

Also:

To reset firewall (only do this if you're sure your computer is
virus/malware-free):

Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

Look at the NT services. Run the services applet (services.msc). Check
if the Application Layer Gateway (ALG) service is both enabled and set
to automatic startup. If so, it should be running, or you can start it
or reboot to automatically start it. This service is required for both
use by the Internet Connection Service (ICS) and by the Windows
Firewall.

Then check if the Windows Firewall service is also set to enabled and
automatic startup.
