Messenger API general question

I need to be able to write an application that will be able to use the
Windows Messenger API to:

1. Get a list of Messenger contacts (U hve seen this one)
2. Set up a voice chat with a remote client
3. Listen for voice chat requests from a remote client and accept it or
regject it
4. Hang up an established voice chat
5. Get status of the current voice chat (accepted, hungup)

6. Sigon to the messenger service if not connected aleady


Is there an API that will let me do this? Is there a sample program that I
can use to guide me.
