how to mange bandwidth by port ?

Hi,

Im running a bunch of web services on a low bandwidth connection and am
look.ing for a way to manage traffic on specific ports. Is this possible
using hardware or software ?

For example. very occasionally a network user has a problem with http
request (i.e they cause a page to fail to load briefly) and i think this may
be caused by an FTP service i have running chewing up the bandwidth. How
would I restrict the FTP service to use a maximum rate of 200kb for example
? I would have to apply this same idea to pptp, ftp, http, https. smtp,
pop3.

Thanks for any information.
Scott.

A NetScreen firewall does this nicely.
