How to make data file active in Outlook 2007?

I follow the instruction below from outlook 2007 and I am still unable to
send or receive email: "Outlook cannot start because a data file to send and
receive email cannot be found. To add a data file, such as personal folder
file, double click the mail icon in Windows Contral Panel."
I have this proble after removing office 2003 and intalling office 2007.

Did you follow the instructions and look at your mail profile in Control Panel? If so, what do you see there?
