how to make #8160 labels 2 5/8" x 1". actual size 1" x 2 5/8"

I want to put the label on a bottle . I need to change the vertical size to
horizontal size,and the horizontal size to the vertical size.

All the label wizard does is perform some calculations for you to set the size
of the margins, sections, and column-widths such that printed records happen to
land on the proper places of an Avery standard sheet of labels.

You can certainly do the same thing yourself with a calculator and some trial
and error. Just set your page layout to landscape for your report instead of
portrait.
