When I try to delete old files I receive an error message stating the
mailbox.pst file is not accessible. I have un-installed and re-installed
Outlook and it doesn't appear to fully un-install. I suspected a virus or
worm, but my anti-virus is up-to-date and did not discover any threats.
SCANPST found no errors in my pst file. In addition, I am no longer able to
send or receive e-mail. Any suggestions?

Try checking the permissions to the file by right-clicking on the .pst file
and going to properties->then the permissions tab.
