mail issue, ever hear of this?

Hi,
Have a problem which is making me pull my hair out. I have an email account
with Tiscali in the UK using broadband. I have set up my email account in
Outlook and for some reason the account set itself up in outlook express with
the disk provided by Tiscali. I can download the email in OE fine, but with
the exact same settings, it won't download into Outlook. Using OE6 and
Outlook 2003. I can see the mail in the inbox on webmail. When I try to
download into Outlook, it says no new messages, no error or anything. When I
try in OE, everything downloads. I tried importing the mail account and
settings from OE into Outlook, mail downloads first time, then nothing after
that. I want to use Outlook so I have been importing the messages from OE
everytime and it is a pain! I can't find any reason for it, anyone have any
ideas? Is there some weird setting I have missed? I've been on to Tiscali
and they are USELESS!!! Can't offer any support for any version later than
2000.
