Lucent WinModem

Greetings!
I have a Lucent WinModem installed in my PC.
It does not operate with the installed XP Fax.
I connect to the Internet using a cable-modem and have a telephone line
plugged into my fax modem. I get a dial-tone, and hear the fax dialing, but
never a connection. The XP fax client times out waiting for a connection.
An error message flag pops up from the task bar, stating, "The fax to
(destination) failed. There is no answer." The Fax Monitor window also
states: "There is no answer." From dialing to "There is no answer" only
takes 11 - 12 seconds.

Does anyone have any suggestions on a solution?
Should I use a different fax software in place of XP Fax? If so, which one?
