An age old problem......each task that's running when you shut down takes
about 20 secs to close by default.

Some nVidia drivers have been known to cause this . . .

Go into your Control Panel
Select Administrative Tools and then click on Services
Right click on the file "nVidia Driver Helper Service" and
then select STOP.
To stop this loading up every time you boot up your PC
Right click it again and select properties - then where
the option "Startup Type" is shown, make sure it is set to
Manual . . .

Good Luck !

The more background apps you have running 24/7 the longer it takes to
close them all.

Another possibility is that it may have been configured to zero the
swap file on shutdown for extra security: if that's the case, the hard
drive light will be on for most of the shutdown period, whereas if
it's waiting for programs to close the light will probably just flash
on and off intermittently.
