Long File Names

I somehow got a very long files name on my computer and
in trying to copy the file to a back up CD through MS
Explorer I get a message that the name is too long. In
the past I would have expected some automatic shortening
to 8 characters or something but in this case the file
transfer simply is not allowed.
I have tried to edit the file name and shorten it but the
rename option is not even offered to me in the right
click and the drop down rename does not work either.
In fact, I cannot even delete the file or do anything at
all with it.
Any help would be appreciated
