Local Computer Policies

Using the Local Computer Policy snap-in for XP, how do you
restrict by user? It looks like any option enabled
applies to the administrator too. I only want to apply
the Local Compuer Policies to Local Users not
administrators.

I am trying to solve a similar problem and have come to
the conclusion that this snap-in only covers all users.
If you want to get user specific you need to to do it as
Administrator of the Domains Active Directory. My
problem is my workstations are on an NT4 domain with no
Active Directory so this route is unavailable to me. If
you have found a way around the problem or have been
emailed direct with a solution/workaround I would love to
know about it.
