Make sure your graphics card is well seated, make sure there a good
connection at both ends of the cable, to monitor and to computer. Make sure
there is nothing too close too the monitor that might be generating a
magnetic or electromagnetic field. If everything checks out, check the
graphics card manufacturer's website for the latest XP compatible drivers.
If none of the above resolves it, if you have access to another monitor, try
connecting that to the system and see if you have the same issue, if not,
the monitor might be failing.
